Alvin Toffler's Bestseller Book "Power Shift" has observed as under:

"Despite a media focus on individual politicians, Atwater's remark underlines the degree to which even the most popular and highly placed leader is a captive of the "system". This system, of course, is not capitalism or socialism, but bureaucratism. For bureaucracy is the most prevalent form of power in all smoke-stack states.

Bureaucrats, not democratically elected officials, essentially run all governments on an everyday basis, and make the overwhelming majority of decisions publicly credited to Presidents and Prime Ministers.

"All Japanese politicians...." writes Yoshi Tsurumi, head of the Pacific Basin Center Foundation, "have become totally dependent on the central bureaucrats for drafting and passing bills. They stage Kabuki plays of `debates' on bills according to scenarios created by the elite bureaucrats of each ministry."

Similar descriptions apply with varying degrees of force to the civil services of France, Britain, West Germany, and the other countries routinely described as democratic. Political leaders regularly bemoan the difficulty they face in getting their bureaucracies to carry out their wishes. The fact is that, no matter how many parties run against one another in elections, and no matter who gets the most votes, a single party always wins. It is the Invisible Party of bureaucracy."

The learned author has also observed with regard to bureaucracy as under :

"Once a bureaucratic organization of knowledge finds concrete expression in real-life institutions-corporations, schools, or government - political pressures, budgets, and other forces freeze the cubbyholes and channels into place. Which then tend to freeze the organization of knowledge into place, obstructing the reconceptualizations that lead to radial discovery.

To-day, high-speed change requires equally high-speed decisions - but power struggles make bureaucracies notoriously slow, Competition requires continual innovation-but bureaucratic power crushes creativity. The new business environment requires intuition as well as careful analysis but bureaucracies try to eliminate intuition and replace it with mechanical, idiot-proof rules.

Bureaucracy will not vanish, any more than the state will wither away. But the environmental conditions that permitted bureaucracies to flourish-and even made them highly efficient engines- are changing so rapidly and radically, they can no longer perform the functions for which they were designed.

Because today's business environment is convulsing with surprise, upsets, reversals, and generalized turbulence, it is impossible to know precisely and in advance who in an organisation will need what information. In consequence, the information needed by both executives and workers to do their Jobs well, let alone to innovate and improve the work, cannot reach the front-line managers and employees through the old official channels."

The Central Government employees and in-turn State Government employees are benefited due to the implementation of the Fifth Central Pay Commission's recommendations with regard to Pay, Pension, Family-Pension & Dearness-Allowances and so much that the Central Government Pay-Bill is Rs. 33,000 crore p.a. of about 38 lac employees and about 24,000 crore for pension of about 38 lac pensioners.

The Revenue Receipts are estimated for the year 2003-04 is

Rs. 2,53,935=00 crores (Revenue receipts)
Rs. Less 1,25,000=00 crores Interest Payment
Rs. 1,28,935=00 crores Net Receipts.

 

Out of net receipts of Rs. 1,28,935, Pay & Pension Bill is Rs.58,000=00 crores which is about 46% of net revenue receipts after payment of interest liability. The Non-plan-expenditure is estimated at Rs. 3,17,822 and about Rs. 63,886 will be borrowed to meet non-plan expenditure of the Central Government.

The Central Government employees work for only 193 day in a year and enjoy 172 days as holidays in a year, which is minimum work put by employee in the world and gets the maximum benefits.

The above report recommended 6 days working, 4 national holidays and seven casual leave and reduction of 30% of employees which is not implemented and got above benefits due to non-application of mind of political leaders.

Remedies Suggested :-

  1. Article 311 of constitution of India should be amended so that services of employees found in excess of assets from the known sources can be terminated immediately without going through elaborate department proceedings. The number of other misconduct-fraud, misappropriation of funds etc. can be included where services can be terminated immediately. Under exceptions of Article 311 of Constitution of India. The elaborate department proceedings should be curtailed and loss of confidence should be the ground for terminating services of an employee.

  2. Part IV and V of Income-tax Rues, 1976 can be reintroduced so that employees assets and expenses can be known to the income-tax department.

  3. Efficiency of employees can be achieved only if there is a fear that service can be terminated at any time.

  4. Fifth Central Pay Commissions has recommended to reduce 30% of Central Government employees. Five years have passed since implementation of Report, No concreat steps are taken. The Central Government can reduce 30% of staff if age of retirement is reduced from 60 to 57. In Kerala state, an employee retires on completion of 55 years. The Government and Corporation should reduce retirement age instead of adopting VRS Scheme.

  5. The employee can be honest and hard-working provided there is a fear that he can be removed from the service at any time.
