The above figures show that since year 1990-91 to since year 2002-2003, we had to borrow monies to run
our house and Revenue deficit which was Rs.18562 crore in year 1990-91, has increased to Rs.95377 crores
in year 2002-2003. The entire Plan expenditure is from borrowed funds.
