Central Government is not able to meet Non-Plan Expenditure
from its Revenue-Receipts and other income receipts &
it has to borrow funds every year to meet (Non-Plan Expenditure).
The entire Plan expenditure is from the borrowed funds.....

Payment Liabilities
The
plan expenditure is entirely from borrowed funds and non-plan
expenditure is estimated of Rs.2,96,809 crores for the year
2002-2003. The Government is not able to meet its day to day
expenditure from revenue receipts from years 1990-91 and there
was revenue deficit of Rs.95,377 crore to meet above six non-plan
expenditure in year 2002-2003 (Estimated).........
Suggestions
to Reduce Interest Payment Liability
Interest
payment liability which was Rs.21471 crore in year 1990-91
has increased to Rs.1,25,000 core estimated for year 2003-04.
The liability increases at the rate of Rs.9,000 crore per
year. ........

and 17/7/1996 for giving interim relief to the employees.

the summary of recommendations and report of the Central Fifth
Pay Commission be quashed and set aside and an independent

labor and members of Lok Sabha and Rajya Sabha be appointed
by the Court, to consider the recommendations and suggest

National Judicial Pay Commission was constituted and one of
the terms of the reference was "to evolve the principles
which should govern structure of pay and other-emoluments
of Judicial Officers belonging to the subordinate judiciary
