Write Petition No. 319 of 1994 of the Narmada Bachao Andolan Vs. Union of India was filed in the year 1994, which was decided after period of about six-years on 18th October, 2000. The Petition was filed as Public Interest Litigation and the Hon'ble Supreme Court observed, "Even then every challenge to such a policy decision must be before the execution of a project, if challenged after its execution has commenced should be drawn at the very threshold on the ground of latches if the petitioner had knowledge of such a decision and could have approached the Court at that time. The project had started in 1974. The petition of 1994 was not decided for a period six years, which caused the Nation and Gujarat-State's people to the extent of about Rs.10,000 crore. In U.S.A., Hoover Dam was built within five years where conflicting interests of seven states were involved. In India, a project which was started in year 1974 is not concluded in year 2003.
